“It’s a good step, but it’s only part of the puzzle,” she said.

Lambert said part of the problem with bargaining is that the government constantly steps in to impose legislation. “The proclivity of government to intervene in collective bargaining is going to make any system dysfunctional,” she said.

She also said the government’s refusal to properly invest in public education hampers negotiations. “If you don’t have adequate financing for public education, there will be an ongoing problem.”
