Why is it that, in the many years of surplus, the B.C. government talked about the importance of young children and high-quality, affordable child care but neglected to turn its talk into building a child care system?

So now, of course, there is a crisis in terms of affordability, lack of quality neighbourhood-based spaces and wages for trained staff. Less satisfaction in B.C. doesn't translate into "Our cranky province," as your front-page headline stated, but it sure tells a story about how B.C. children are left out of political priorities for public spending.
