Housing woes top ills list again; Report card sees upside in support for arts, festivals and charitable giving

Greater Victoria has made little progress in dealing with social ills such as homelessness and lack of affordable housing, says an annual checkup on how the region is faring….
Other areas flagged as needing improvement are:
- Lack of child care, with 17,325 children under age five in Greater Victoria, and only 5,161 registered child care spaces.
- A startling 27.2 per cent of two-parent families with two children are earning less than a "living wage." The report estimates that with two parents working 35-hour weeks, they need $16.39 an hour, for a combined annual income of $60,000….
