David Dodge, the former governor of the Bank of Canada, contends that a universal program of early learning and care would greatly enhance the success of our education system in the 21st century.
The current $100 a month "child care" benefit has been welcomed by many families as a new version of the old family allowance, but it has not created new spaces that meet the needs of working families.
How would your national government assist the provinces to act on the advice of Dodge, and other economists and education experts, to create real child-care spaces to meet the demands of the 21st century global economy and the demographic challenges in our society?….
