….This week, city council approved the terms of reference for the strategy, which will guide planning on issues such as housing, child care, multiculturalism and poverty.

The strategy will take an inventory of the city's key social programs, examine Burnaby's role and look at ways to improve the city's socially oriented policies, a report from Mayor Derek Corrigan says.

Work on the strategy will begin this summer, with a final draft expected to come before council late in 2009.

Corrigan said the city begins the process with "trepidation" because residents might expect the city to take over the provincial and federal governments' roles on social issues.

Instead, he hopes the strategy will inform senior levels of government about Burnaby's needs….
