Jane Morley, B.C.'s Child and Youth officer, urged the government to think long term when it comes to planning a solid early childhood protection system.

Her 30-page report, Healthy Early Childhood Development in British Columbia: From Words to Action, includes a 10-point advice section for the government.

Morley's top pointer advises the government to look beyond the political calendar.

"A long-term perspective does not come easily when the political cycle of the provincial government is four years and the cycle of relevant ministers shorter than that,'' says her report.

The Opposition New Democrats said the report is a call to action by the government's child protection watch dog.

"This report recognizes that a comprehensive plan for child care is required. The NDP has been pushing for such a plan for years,'' said Diane Thorne, the Opposition's child care and early learning development critic.

The government's attempts to restructure child protection services in British Columbia have previously been criticized by social organizations and the Opposition as attempts to cut costs at the expense of needed services....
